That's because when it started (*I was there, Gandalf*), it literally only used those tags and those only. And they started tagging more basically much later, and only bercause the pressure of e621's growing influence. I have no idea what the *actual* tagging policy is over there nowadays.
That being said, technically the minimum amount of tags on e621 is, like, 10? Because the mods only really care about the the tags being *present* being accurate, you'd be surprised what people forget/omit to actually tag.
