So long as a drawing does not look "Hyper Realistic" or "Able To Pass As A Photo of a Real Human" it's permissible and legal under United States law...

And since Furry Cub Drawings usually don't look like Real People anyway, I think that will always be safe... but Laws can change at the drop of a hat... when Bunny Bits (the furry artist from France) got arrested for Fictional Cartoon Anime Drawings, the France Law was fresh on the books and BB didn't even know about it until they were sitting in court...

The entire idea of people going to jail or prison over CARTOON DRAWINGS is insane to me.
